The Victories Hotel (Haerbin Huaqi Fandian) is not very close to the city center, but it is one of Harbin's attempts at a five star hotel. Located in the new economic development (industrial) zone outside of town, the Victories Hotel caters to luxury business clients.
The place is massive (almost 700 rooms) and has all the massage and karaoke options of a big business hotel. Breakfast is spendy, but cabs are reasonable in Harbin, so you can always hop in one and head to town.
